Virtual serial port splitter?

Would it be possible to create a virtual serial port that is connected to multiple virtual serial ports, so that data written to the one port would be received by all of the other ports?

Yes. It is possible.
You need to use Virtual Serial Port Kit to create Virtual Pair (e.g. COM10 - COM11).
Then you need to use Serial Port Splitter to split COM11 to several ports (e.g. COM20, COM21, e.t.c.)
So, data written to COM10 will be received by COM20, COM21, e.t.c
