Device Access Policiy Limitations

Hello- Within our AD-based device policies, the cybersecurity team wants to restrict access as much as possible, so their desire is to limit allowed devices down to the serial number. This means that a new device group would be needed for every device that would be allowed to connect via USB for Remote Desktop. My questions: 1. Is there a limit to the number of device groups we can create within our AD-based policy store? 2. Are there any drawbacks - performance or otherwise - to having many device groups?
