msiexec installlocation utf16 path

Hi,
Our installation script is like
msiexec /i usb-over-network-64bit.msi INSTALLLOCATION="C:\Users\1\Desktop\Yeni klasör"
"Yeni klasör" means "New Folder" in Turkish.
It contains a special character "ö" letter (UTF-16 0x00F6)
But installation creates another wrong folder "Yeni klas├Âr" and installs application there.
