Server reporting as offline

We have 2 PCs XP SP3 with usb over network installed as server both Licenced
First PC is showing and online at the client second is showing as offline  
I have restarted the second 'server' and checked that the port is open using netstat
Windows firewall is off antivirus off
There is nothing in the eventvwr
 
If anyone has any ideas
